What Does Kari’s Law Mean for E911 and My Business?

What is Kari’s Law?

In 2013, Kari Hunt’s husband stabbed her to death in a motel room. Her young daughters were in the room, on the other side of the bathroom door trying to call 911. Because the motel had a multi-line telephone system (MLTS) that required hotel guests to dial a 9 to reach an outside line, the girls were unsuccessful in reaching help. After 4 failed attempts to reach emergency responders, Kari Hunt tragically died of her injuries.


When Brad Dunn was finally arrested and sentenced to 99 years in prison, Kari’s father had already started a petition which he submitted to the FCC. Five years later, in February 2018, “Kari’s Law,” H.R. Bill 582, became a federal law.


Kari’s Law is an amendment to the Communications Act of 1934. It requires MLTSs to be programmed to automatically call 911 without having to navigate confusing proprietary dialing rules such as having to dial “9” to reach an outside line. The law also requires a notification alert be sent to the party responsible for the phone system who can check on the person or room from where the 911 call originated.


What does this mean for my business?

It’s important for those who manage MLTSs to have a full understanding of what it means to be in compliance with this law. MLTSs are used not only in hotels, but in schools, hospitals, and office buildings. Any business that operates a MLTS is responsible for configuring it to comply with Kari’s Law. It’s also important to note that individual states are able to modify the law to enact even stricter compliance rules as long as they are in line with the federal version.


Any business or agency who does not comply with Kari’s Law could face a fine of up to $10,000 in addition to other penalties, including a daily fine of up to $500 each day they are found not in compliance.


Congress has given a two-year window for owners and operators of MLTSs to adhere to compliance from the date of the enactment of this Act. Now that Kari’s Law is part of the Communications Act, the FCC can continue to create rules which enforce it.
